XINHUA, BEIJING, Dec. 4 (Reporters: Li Xuanliang, Li Qinghua) — A military-wide conference on equipment work was held in Beijing from December 3 to 4. Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, President of the People's Republic of China and Chairman of the Central Military Commission (CMC), delivered an important speech at the conference. He stressed the need to follow a holistic approach to national security, firmly grasp the Party's goal of building a strong military in the new context, and adhere to the principles of information dominance and systematic development, independent innovation and sustainable development, and overall planning with priorities. Efforts should be accelerated to build an equipment system that meets the requirements of fulfilling our mission, so as to provide strong material and technological support for realizing the Chinese Dream of building a strong military.
In his speech, Xi Jinping fully affirmed the historic achievements made in the development of our military's equipment cause. He pointed out that weapons and equipment are an important hallmark of military modernization and a vital pillar of national security and national rejuvenation. Building a people's army equipped with advanced weaponry has long been a cherished goal of our Party. In determining the outcome of wars, human factors play a decisive role. At the same time, it must be recognized that with the continuous advancement of military technologies, the importance of equipment factors is on the rise. Human and equipment factors are becoming increasingly integrated, and the two are highly unified. Attaching importance to equipment factors means valuing human factors.
Xi Jinping emphasized that equipment development must be understood and planned against the backdrop of profound changes in the international strategic landscape and national security situation, within the historical process of achieving the "Two Centenary Goals" and the Chinese Dream of national rejuvenation, and placed at a strategic priority in the modernization drive of national defense and the armed forces. The current and coming period represents a strategic opportunity for our military's equipment development and a critical stage for achieving leapfrog progress. We must strengthen our sense of mission, seize the opportunities, work with greater resolve, and advance equipment development better and faster.
Faced with the new situation and new tasks, strategic guidance for equipment development must adapt to the times and follow the prevailing trends, Xi Jinping noted. We must take operational needs as the fundamental guiding force, establish and improve mechanisms for generating operational needs with distinctive Chinese military features, and make equipment development more scientific, targeted and forward-looking. We must uphold the philosophy of systematic development, coordinate equipment development across all military services and arms, and across all categories of equipment. We will intensify efforts to advance the development of standardized, serialized and universal equipment, continuously improve and optimize the structure of the equipment system, and focus on filling gaps and strengthening weak links in the system. We will take the cyber information system as the priority to push for leapfrog development in the military's informationization drive.
We must pursue innovation-driven development, closely follow the global military revolution, especially the direction of military science and technology advances, make forward-looking plans and arrangements, and accelerate development. We must put quality first, recognize quality issues as matters bearing on the lives of officers and soldiers and the outcome of wars, and uphold the principle that quality is life and quality ensures victory. We will implement a lifelong accountability system for quality and strive to build an advanced and practical testing and evaluation system to ensure equipment's combat readiness and applicability.
We must emphasize combat-oriented application. Commanders at all levels should take the lead in learning, understanding and using equipment. We should educate and guide officers and soldiers to operate and use equipment boldly, truly bringing equipment into full play. We will test performance and tap potential through systematic application, and ensure new equipment forms combat and support capabilities as complete units and systems.
We must deepen military-civilian integration. In conjunction with deepening reforms, we will speed up the establishment of mechanisms for unified leadership, military-civilian coordination, demand matching and resource sharing to promote military-civilian integration in defense science, technology and equipment. We must prioritize the development of talent pools. We should broaden our vision to select talents and use them without rigid restrictions, making defense science, technology and equipment a highland for national innovative talents and a fertile ground for talent growth and career development, so that all kinds of talents can contribute their creative energies to the fullest.
Xi Jinping put forward requirements for key tasks on the equipment front that need focused attention and effective implementation. He stressed the need to develop top-level design for equipment development, formulate sound plans and programs, and build a scientific and complete development planning system. We should steadily advance reforms in the equipment sector, strengthen resolve and confidence in deepening reforms, enhance centralized and unified leadership through adjustments and reforms, stimulate innovation vitality, and greatly improve development efficiency.
We must continue to improve conduct. We should adopt the mindset of sustained and long-term rectification, stay problem-oriented, strengthen source governance, address both symptoms and root causes, and foster a healthy and upright atmosphere. We must strengthen political and ideological work. We should educate and guide all officers and soldiers to firm their ideals and convictions, strengthen Party spirit, enhance competence and capabilities, and strengthen their sense of responsibility, so as to write a new chapter in the development of our military's weapons and equipment.
Prior to the conference, Xi Jinping cordially met with all delegates attending the meeting, posed for group photos with them, and watched a video on equipment development.
While presiding over the conference, Fan Changlong, Member of the Political Bureau of the CPC Central Committee and Vice Chairman of the CMC, pointed out that President Xi's important speech, delivered from a strategic and overall perspective, provides a systematic and in-depth exposition of equipment development under the new situation. It embodies strategic vision for accelerating the leapfrog development of equipment and earnest expectations for building a strong military. It provides fundamental guidance and points out the direction for us to understand the current situation and tasks and advance rapid development of military equipment. All officers and soldiers of the military should arm their minds, guide practice and advance work with the essence of President Xi's important speech.
Xu Qiliang, Member of the Political Bureau of the CPC Central Committee and Vice Chairman of the CMC, noted in his speech that President Xi's important speech provides scientific answers to major fundamental, directional and overall issues concerning our military's equipment development and defines strategies for equipment development in the new situation. Comrades working on the equipment front must deeply study and understand the speech, strive to unify thinking and renew concepts, implement strategic plans, solve major difficulties in equipment development, consolidate the foundation for equipment development, and break new ground in equipment development from a new starting point.
CMC members Chang Wanquan, Fang Fenghui, Zhang Yang, Zhao Keshi, Zhang Youxia, Wu Shengli, Ma Xiaotian and Wei Fenghe attended the conference.
Leading officials from the four general headquarters of the PLA, major military units, the CMC General Office and relevant troops, as well as from relevant departments of central and state organs, the Chinese Academy of Sciences and various defense industry groups attended the conference.
